It was bubbling under the surface since the first post-Uprising hotfix. The bar just stopped for some people and wouldn't go any further, no matter how many times the game was reinstalled or restarted. For whatever reason, none of those posts were given official responses outside of confusing the issue with the "Percentage bar resets for each chunk" problem. It really should have been picked up on earlier, but some of that is down to the QQ level of these forums drowning people's valid issues in a sea of tears.
