It's my turn to whine. When Uprising came out on Monday, I adapted. I adjusted to the sharpshooter removal, and picked up a mass driver. I stuck to my role as a logi, and specced my 10 million SP into the Gallente Logistics proto suit.
I was enjoying myself. The game felt fairly balanced. I had/have 3 complex armor reppers, two basic plates, and 3 complex shield extenders. This meant that I could take a beating, while not necessarily being able to dish much of it out myself. THIS IS THE PROPER WAY A LOGI SHOULD BE.
Fast forward to today. You moneygrubbing developers listened to all the 1 million SP noobs whining that they can no longer kill anything, and that fights were taking too long in general. You handed out a free 10% damage bonus to every handheld gun in the game.
Great. Guess what? I'm screwed. It's frustrating as hell to join a game solo now. A free dragonfly scout rocking a GLU tactical rifle comes at me, and it's now a challenge. Two? Forget it, I'm running. But, oh wait, I'm armor tanked, and in a logistics suit. It's hard as hell for me to run. Add to that the increased range and damage of these GLU tactical rifles that are taking potshots at me from all angles, and... You've essentially made this game unplayable, unenjoyable, and unfun, for what should be the best suit for the logistics class.
... TLDR: Everyone and their mom is in a Caldari logistics suit for the increased shielding. Those that were brave enough to go gallente for the -25% equipment CPU/PG usage, got the serious shaft today as armor does not hold up nearly as well under fire to the armada of noobs carrying +10% damage modded GLU tactical rifles. God. Damn. This. Game.
You have an interesting idea of how a Logibro "SHOULD" be fitted. By interesting of course I mean simple and unadventurous.
What you have is the spec of a Combat Logi that is geared for Armor Tanking. IMO you've gone way too far with your HP reliance. The Gallente Logi is not geared for Combat. It's geared for Primary Support. IMO the best use of a Gallente Logi is in Scanning. Won't go into detail there.
You seem to be of the notion that Shield are still the all powerful defender that they were in Chrome. but this is not the case. Your shield spec also has absolutely no balance to it. Your shield is designed to power through 1v1 engagements but you have a lack of survival ability once they're depleted. Once they're depleted they have trouble getting back up and since your slowed down by the armor, you don't have enough time to get away and recharge all 198 of the extra shield you got from the Extenders.
There are two ways you can go about your tanking and achieve far greater effectiveness. You swap out one of the shield extenders with either a Damage Mod, or a Shield Re-charger. Damage mod for 1v1 engagements, SRC for more overall survival ability.
Your low slots are a mess to be quite honest. Your repping at 20HP/s but you don't have enough Total HP for that to even come close to useful in combat. Think about it. Have you ever, whilst in a logibro suit, charged into Combat while you had a Logi at your back with a repper on you? If you haven't good, your smarter than most, and if you have, then like most you probably got gunned downed quite easily. If your going to run an Armor Tank Combat Logi then you need to have decent Armor Plates. The Basic Plate = Not Decent Enough.
2 Plates 2 Reppers
gives you a nice paradigm of effectiveness provided they're on the same level. For your last slot I would advise a Kinetic Catalyzer to reduce the strain caused by the plates. Or you could run my personal favorite Module, a Profile Dampener. Which will help you not be detected by every enemy 10M away.
TL;DR
Your fittings are a mess, I've given a few pointers in my long post.
The TAR's are OP atm, everyone knows it, so I'm sure CCP knows it. Give it time, they will be re-balanced. They're not the first thing to be OP, and they won't be the last.
