The reason I want to know if because I dumped 2M SP into vehicles before I realized we got screwed over and now I'm waiting to see where I want to put the rest of the SPs.

The PG skill has already been announced by CCP to be worded wrong. CCP has announced that they will be fixing it. CCP has not announced that a certain thread count on this topic will give a respec.

You need Magic Cheese-filled Puppy to 5 for that, it is a x16 skill, you should ask for a respec, it'll be quicker to get it that way.

Well lets explain the "like" system to you. It means that if you have a lot of likes, you are probably dropping knowledge or an intelligent point. Somebody agrees with the knowledge or point and "likes" it. meanwhile trolly mctrollerson has three like because what he says is pointless and possibly stupid. Not many people tend to agree with a stupid statement. Hence more likes can mean a more intelligent/helpful poster. Exceptions ti the rule for trolls with friends or those sad, sad people who like their own stuff with their alt.
