That's because ppl want heavies to be some kind of "heavier than assault, better than assault" thing instead of the "point defense guardian of doom" that can't aim/move fast enough on open ground but tear ppl apart on close scenarios (that's different from CQC) you basically want a thing that can go forward and kill assaults.

If CCP delivered, the assault class would be obsolete.
