Rail gun technology is not the same as gauss technology. Yes, they work on the same principle (you fire a slug using magnetic propulsion). No, the technology implementation is not the same at all.
Gauss weapons, also known as "coil guns", use several timed electromagnetic coils to push the slug. The timings of the coil, the energy used and the shape of the slug will determine how fast bullet will be going out of the "barrel". Rail weapons uses a pair of rail that are constantly charged, using the slug as the bridge for the two connections,throughout the length of the "barrel" in order to launch the bullet (that is, the bullet must be touching both rails in order for the system to work).
