Thats the same way it works when you travel between systems in eve.
The cloaking device itself is not necessarily in. |

By "move" do you mean Left-stick move or Right-stick move or either?
I assume from the description of it (as well as the fact that someone else also apparently made this same assumption) that it is supposed to be like the jump-cloak when jumping into a new system, you can look around to assess your surroundings; will it be the same in Dust? |

one of the players was using a cloak for a brief moment, he even said "check it out, how cool does this look". does not mean its in the next update though |

IT WAS SPAWN CLOAKING AND NOTHING MORE. THE GUY THAT WAS COMMENTING ON CLOAKING WAS COMMENTING ON THE FACT THAT HE WAS CLOCKED WHILE SPAWNING >>>NOT<<< THAT HE WAS ACTIVATING A CLOAK.

Which is why when they all spawned in, only one cloaked.
And even the dev said that it's the "new cloaking ability".

It was just spawn protection. you say "why was he the only one" he wasn't. The whole team spawned cloaked, but a lot of them had moved by the time they spawned. |
