This also happens to me when you have any window open when the game's Victory/Defeat screen comes up.
If you were about to select which fitting to use for a game, and the game ended, your are now stuck until you reboot.
I can control whether to restock in-game or not, but i cannot control when the Victory/Defeat screen pops up. |

Either Exit (Circle) out or if that doesn't work hit Start or Select or D-Pad Up. Once you get something to respawn than exiting whatever it is will resync the display with the Server. I rarely encounter any of these conditions and i have gotten out of them every single time.
I don't think you've had this bug, if you are saying you can exit it with circle.
Once the dropsuit selection screen comes up blank, with infinitely spinning loading circle, you will continue to experience this till you reboot the game. I've tried all sorts of things to "clear" this. Pressing Circle only closes the window, but you still gotta spawn, else it kicks you from the game. And if you try to spawn, you are faced with the dropsuit selection screen that never loads anything. Bringing up chats, market, nothing helps.
Hell, i even tried to suicide, but the game tells me i can't suicide because i am not alive.
And how does one get to this bugged state? It happens in a multitude of situations, these range from modifying/restocking suits when the deployment happens (can be avoided on user's behalf), to modifying/restocking suits in-game (again can be avoided on user's behalf), to simply being on the dropsuit selection screen at the exact same moment the Victory/Defeat screen shows up (this is outside of user's control).
Once this happens, when triggered by the victory/defeat screen, in the next game you cannot spawn from the get go, since the dropsuit selection screen is bugged. If you are lucky, you will notice it earlier in Merc Quaters (where it is also bugged and showing empty with endless loading icon
