That's not the way skills work in Dust/EvE
Individual skill levels are stacked (additive) [ don't confuse with module stacking penalty) Multiple skills and/or modules are compounded (multiplication) [with stacking penalty for multiple modules effecting the same attribute]
So.
From LW Capacity, you get multiplier of 1 + (0.05 * 5) = 1.25 From LW Prof, you get multipler of 1 + (0.03 * 1) = 1.03 Final result should be: 18 * 1.25 * 1.03 = 23.175 rounded to 23
Note, this was never meant to give 25%+3%=28%, no. It is in fact 1.25 * 1.03 = 1.2875 or 28.75%
However even with this maths, it is off by 1 compared to what you are saying you see in-game. Can you please confirm if you are seeing 22 or 23 in-game?

Quite likely. I've noticed (and bug-reported a few times) an issue where the CPU/PG in-game shows 1 less than what it should be. Even for numbers where there is no rounding, and only passive skills are applied, in-game we see 1 less. And only for some suits, for other suits it's correct...
Can you get the numbers with some other Light Weapons, just so we can see if it is consistently off?
