Perhaps you've seen my post in the general forums the one about a mercenary planet. If so you already have some idea of what I am about to propose. If not, bear with me.
In the universe of Battletech, where war has waged across the stars for a thousand years, mercenaries play a major role in the conflicts of larger powers. The Successor States often hire larger mercenary companies to bolster their own forces in major conflicts, while small powers like the periphery states and individual planets will hire smaller corporations for missions below the scope of the AAA rated mercs.
In this universe of professional soldiers and mercenaries, there exists an organization called the MRBC, which functioned like a guild of mercenaries. I propose the creation of a similar system here in New Eden.
This guild or "alliance" of mercenaries would prove a system of legitimization for mercenary companies seeking to be hired to fight for interests of other corporations and alliances, both in Dust and Eve. Mercenary companies that register with our organization would be rated according to their employment history and skill level, and vetted on the reputation of our organization. Any merc company that accept a contract under the watch of our organization and reneges on that contract would then be "disciplined" by our organization and the employer reimbursed.
The purpose of our alliance would be the give potential employers a measure of security when seeking to hire mercenaries to fulfill necessary contracts. New Eden is infamous for it's duplicitous interactions between it's citizens. Many are seeking their own 15 minutes of infamy by scamming some poor sucker our of millions (billions?). Our organization would offer a guarantee that any contract given our seal of approval would be completed to the satisfaction of all. Mercenary companies vetted by us would have the benefit of that guarantee, increasing their "hireability."
We have little under a month to create this board of merc companies before Planetary Conquest starts. I don't see our services coming into true fruition until our relationship with Eve evolves and expands, but having a system in place beforehand will allow us to corner the market so to speak. And I'm sure that the services of "ringers" are going to become very lucrative when PC hits because of the 16 player thing (not all corporations can field 16 quality warriors for even just one hour ever day of the week.
Speaking of PC, I would also like to suggest that the organization we create takes a planet of it's own to call home and set up shop. On this planet, the "top" member corps would each own a district or two, with a certain % of revenue from those districts going to the organization. This would allow the organization to have the financial backing needed to true offer a guarantee on contracts.
