This just in.
Quote: Luminaire GÇô The Gallente Federation and Caldari State have reached a tentative agreement to end the fighting on Caldari Prime and recognize the planet as a full demilitarized zone between the Federation and the State. The agreement was negotiated by Federation diplomats and representatives of the Chief Executive Panel. The treaty has already been signed by President Jacus Roden and the necessary majority of the CEOs of the eight megacorps.
GÇ£This is a great day for the State,GÇ¥ said Ishukone CEO Mens Reppola, who was instrumental in forging ahead with the treaty in the days following the fall of the Leviathan-class Titan Shiigeru, which has left a burning scar on the face of Caldari Prime. GÇ£We have, at long last, come to a peaceful resolution. One which will allow the people who live on the planet to heal their lives and return to normalcy.GÇ¥
President Jacus Roden echoed the sentiment, saying, GÇ£Too long has the issue of Caldari Prime been contentious when a reasonable solution was present. It is a historic homeworld of the Caldari people; to deny it to them is misguided. But it is also within the borders of the Federation and we cannot allow a foreign military to act within them. With this step, we can solve both our needs.GÇ¥
The reaction among the Caldari has been mostly positive. Sukuuvestaa Corporation CEO Kuikiainen Onita said, GÇ£The fighting on Caldari Prime was tearing the world apart. We have already seen the destruction our battles can bring to it. If we continued down this path, we would find ourselves with another Seyllin I or Reschard V.GÇ¥
Not all CEOs were reportedly happy with the agreement, however. State Executor Tibus Heth was reportedly GÇ£lividGÇ¥ with the agreement and has refused to sign it. Additionally, he has refused all comment on the matter. Regardless, six of the eight megacorp CEOs voted for the agreement, with only Lai Dai CEO Alakoni Ishanoya also voting against. Under the bylaws of the CEP, this means the member corporations of the Caldari State are bound by the agreement.
Ishanoya released a brief statement, saying, GÇ£While I understand the urge to end fighting and repair the damage to Caldari Prime, the fact remains that the planet should belong to the Caldari State and only the Caldari. Our military forces were winning the war on the ground and we should not have backed down so soon. However, as the CEO board of the CEP has voted in favor of the agreement, I have added my name to the official treaty as is required by corporate law.GÇ¥
Many military experts did not share Ishanoya's optimism for the Caldari chances, believing that while the Caldari held an advantage on the ground, eventually they would be ground away as the Federation had claimed orbital superiority and could prevent further reinforcements.
Ishukone has been busily evacuating military personnel on both sides as part of the agreement. It is expected that military contractors will be replacing departed ground forces to begin the cleanup and rebuilding of Caldari Prime.
Full details of the agreement have yet to be released. According to sources, there is still some contention about the finer details of the agreement, but diplomats on both side were confident those issues could be hammered out in the coming days. Once they have been, it will be sent to the Federation Senate for final ratifications.

Anti-orbital weaponry does exist, and one would assume that a planet surrounded by hostile space would have been heavily reinforced by it. Sure they can glass the planet from orbit, but the Gallente aren't going to be indiscriminately bombarding the planet from standoff range outside of planet-side defenses, not with Gallente nationals still on the ground too.
Add in cloaky ships and black operations and resupply is still very doable. Controlling the high ground gives you a definite advantage, but in EVE, I would hardly say it is a total one. |

Target: Caldari Prime
Control of airspace: - Gallente
Control of the Ground: - Caldari
Can ground troops be attacked by orbital bombardment? - Possible, but unadvised. (Caldari lost their chance, Gallente don-¦t want to be accused of another invasion)
Can spaceships be attacked by ground? - Positive. Defense batteries, and several air defense systems make a Gallente blockade dangerous for themselves.
Can the groundtroops be replenished? - Positive. Regular market can supply clones, and as mentioned, Black Ops ships and Blockade runners are alternatives for a low-risk logistical backbone.
Can the groundtroops maintain control of the planet? - Possible, but difficult. As mentioned, it would take a coordenated effort to actually maintain the troops, but with the determination showed by the recent engagements, the Caldari are more than resolved to maintain the control of the planet.
And finally:
"Full details of the agreement have yet to be released. According to sources, there is still some contention about the finer details of the agreement, but diplomats on both side were confident those issues could be hammered out in the coming days. Once they have been, it will be sent to the Federation Senate for final ratifications."
We immortals and our brothers in eternity capsuleers shall intervene so that this political stunt of Roden coming out as a "Peacekeeper" and the Ishukone intervention to further desestabilize Heth come to no fruiton.
We have the resources, the eagerness, and all the time in the universe for it.

And what happens when the ground forces get desperate and hide in populated Gallente sectors? Or hell take whole cities hostage and start executing people if they dont get their demands met?
Or they can start rigging the planets power plants or other systems to go critical and escape in whatever transports are still on the ground.
Or they can just hide in areas that the OB cant reach or detect them there. IE deep in the oceans. and let them glass their own people and destroy any of the planets worth to either side.

For people that say that the Caldari are opressing the population, aren-¦t the Federal Navy satisfied yet in destroying a Titan and causing a major ambiental Hazard? What the hell else would they want to do to prolong the suffering of the surface population?

Luminaire GÇô The Federation Navy today released a statement detailing Operation Highlander, the code-name for the offensive on Caldari Prime that ended with the destruction of the Shiigeru. The statement declared the operation an GÇ£overall successGÇ¥, while noting that certain details did not go as planned.
In particular, the Federation Navy expressed dismay at the crashing of the Shiigeru into Caldari Prime and the damage caused, though it noted that a much larger disaster was prevented by the destruction of the ship's engines while it was still in orbit. Additionally, the release put to question the belief that the Federation had overall supremacy which would have enabled its ground forces to oust the Caldari defense planetside. GÇ£Despite orbital superiority, the Caldari forces remaining on the planet had control of enough orbital defenses to make supply drops unfeasible. It is believed any offenses to secure these defense batteries would have been too costly to attempt.GÇ¥
The statement went on to say that the Navy fully agreed with the Senate's decision to turn Caldari Prime into a demilitarized zone and was already pulling out its forces. GÇ£Despite the destruction and chaos on the ground, the Federal Navy understands that leaving its own armed forces on the ground would only cause needless tension which might reignite fighting. That is why we, along with the Caldari ground forces, are withdrawing and turning over security of the planet to Mordu's Legion.GÇ¥
The knowledge that Mordu's Legion is taking over security for the planet had not previously been released by any party, though representatives for the Senate, Chief Executive Panel, and Mordu's Legion have all independently confirmed its truth. Citizens across the Federation have been heavily positive about the press release and the knowledge it contained. GÇ£We had to get rid of that Titan,GÇ¥ said a citizen of Gallente Prime. GÇ£They were holding people on Caldari Prime hostage. And imagine what could have happened if they decided to warp it over to Gallente Prime. I can sleep more soundly at night with it gone.GÇ¥
Another said, GÇ£It's sad that so many people had to die. But that's what war is. The good thing is we can limit to only necessary deaths. If we kept fighting for the planet, more and more people would be killed. And if the Navy is right, and the Federation might not even have taken it... Well, it was the Caldari's planet in the first place. They deserve to live there in peace just as much as anyone else.GÇ¥ |

It-¦s an ellegant outcome had the Gallente won or, in the case, stalemated. Don-¦t think it would have been different either way, Roden is being portraited as an effective leader and wouldn-¦t simply take Caldari prime back risking the wrath of the population. The key is to present Heth as a madman about to expire and Roden as JayZ the saviour of the federation.
I "know" Heth is going down and that there are major transformations for the Caldari people on the way (And Ishukone its a great leader among the megacorps), but still, wish i could fight until the last planetary available clone so then i could say "Well, i did what i could. NEW CALDARI GÇô State Executor Tibus Heth delivered a fiery speech to Kaalakiota workers this morning, calling the agreement between the CEP and Federation to turn Caldari Prime into a demilitarized zone GÇ£an appeasement that solves nothing and keeps billions of Caldari imprisoned for future generations.GÇ¥ He also questioned the actions of Ishukone and Sukuuvestaa in providing aid to the planet GÇ£at the cost of recovering it for those it belongs to.GÇ¥
GÇ£So shortly after the Shiigeru crashed, we had supposedly loyal Caldari jumping to get into bed with the Gallente,GÇ¥ Heth said during the speech. GÇ£We should have taken the opportunity to rally and retake our planet and place a new shield in orbit around it. Instead, Ishukone and the other members of the Chief Executive Panel allowed the Gallente to have their way and signed away our homeworld. We had retaken what was ours and in the course of a few hours, we simply gave it away. This is unacceptable.GÇ¥
The speech, which continued for roughly fifteen minutes, was frequently punctuated by pained expressions from Heth. However, while his staff at one point approached in an apparent attempt to escort him off stage, Heth waved them away and continued the speech even more animated than he was prior. GÇ£The Federation admitted they could not win the war on the ground. The mettle of loyal Caldari was too much for them. We were holding the ground and pushing them back. Though they destroyed the Shiigeru, we still held the orbital defenses and could have turned away their attacks."
GÇ£In time, we would have wiped the Gallente insurgents off the planet and stood victorious once again. But rather than devoting their resources to reinforcing our troops, Ishukone, Sukuuvestaa, and their ilk instead decided to roll over and give our homeworld away. Rather than fight a war, they'd rather give supplies to the Gallente. And make no mistake, those 'aid' packages are being delivered to our enemy as often as, and perhaps even more than, our own people.GÇ¥

You don't understand the concept of siege warfare. Come back when you do. (Caldari lost their chance, Gallente don-¦t want to be accused of another invasion) Can spaceships be attacked by ground? Caldari Prime for the Caldari People. *** When you get the concept of "Last stand", talk to me again about Siege Warfare.
All of this is moot when sieged.
Come back when you learn the concept of attrition and how it work with sieges.
Your 'market can supply' bullshit means nothing against a navy blockade. Supplies still need to be brought in, and blockade runners won't cut it for the population that planet has. |

I have a stronghold in defensive position You have an army in attack position Stalemate, favor of the defese
You have a catapult I have an anti-catapult weapon Stalemate, favor of the defense
Supplies are being brought in. You think it requires a lot of vesses to transport clones? Weapons?
One Crane can transport a lot of stuff, with a covert ops, to surface. Supply is not an issue.
The defense have the advantage. And without supply problems, time is not a factor.

Luminaire GÇô Caldari Prime will be divided into a number of districts that shall be split between Gallente and Caldari administration, while Mordu's Legion will provide security for the planet. After final negotiations, roughly fifty-four percent of the districts will fall under the Caldari jurisdiction of the Ishukone Corporation, while forty-six percent will be Gallente districts administered by Material Acquisition. The districts are purely administrative; they shall not be segregated by ethnicity.
The treaty has been signed into law by the Senate, President Jacus Roden, and the Chief Executive Panel. Inhabitants of the Gallente districts will be considered full citizens of the Federation and fall under all laws that previously applied to Caldari Prime prior to the Caldari invasion. The Caldari districts are under a more convoluted system, with individuals retaining corporate citizenship with their current megacorporate employers, though Ishukone will collect administrative taxes and apply their corporate law for civilian activities.
According to the terms of the treaty, Caldari Prime's two largest cities, Acrurio and Tovil, shall be split between the two sides. Tovil will fall under Caldari administration, while Acrucio has been placed within a Gallente district.
Mordu's Legion shall be solely responsible for defense and policing of the planet, with neither the Gallente or Caldari armed forces or any corporate police forces having jurisdiction. Mordu's Legion will be paid from a joint fund provided by the Federation government and the Chief Executive Panel, with each side providing an equal share to prevent the potential for bias. Vessels belonging to Mordu's Legion have already been spotted transporting troops, police, and supplies in preparation for a longer term stay.
In a joint statement released by both the Federation and State, the agreement was called GÇ£a compromise that provides the best path toward the preservation of Caldari PrimeGÇ¥ and GÇ£the fairest resolution that could be reached.GÇ¥
Ishukone has reported that its relief efforts are GÇ£going wellGÇ¥ and that it receives continued support from the other megacorps, such as Sukuuvestaa, which diverted a shipment originally planned for the Navy to the relief effort. The majority of remaining combatants have been evacuated from the surface, with the few remaining to be removed by the end of the week. Power has been restored to two-thirds of those who had lost it, with estimates that the rest will be back to operable status within the next two days.
What the hell is this?
Administrative control belongs to the Caldari, 100% of it! No problem with Gallente residents, but the planet belongs to the Caldari!
With this insane arrangment the only thing left is if some crazy person suggests terraforming to create a "wall" to divide the planet into "West Caldari prime" and "East Caldari prime".
DMZ Caldari Prime 100% under the administration of Caldari people! (Gallente are welcome)
