As some of you saw yesterday I've managed to infiltrate the CONCORD database, today I've managed to intercept communications between extremely high ranking individuals within the organization. It turns out they have already taken serious action against mercenary corporations. I'll share the original intercepted communications and transcripts.

"In response to the growing power of the independent mercenary corporations the Inner Circle has decided it's necessary to form a new division in the DED. The primary directive for this group is to monitor the newly formed Mercenary Corporations. The Inner Circle has also decided to extend the trade embargo and anti-habitation laws on all corporation who are actively using clone tech to limit their power until research is completed on project Stein. The extension pushes the expiration date on these directives to May 6th.
You will be relinquished of all current responsibilities on March 31st and serve as a director on the newly formed Mercenary Enforcement Department. We will be sending our highly trained operatives to monitor the top 25 corporations on the [CONCORD] threat rankings. Corporations lower on the threat rankings will be handled by highly skilled independent contractors. You will be overseeing the 4th division who will be monitoring the Negative-Feedback Corporations and Mercenaries. Use extreme caution, while they are few in numbers they are extremely deadly and have not recognized our authority. We do not currently have any legal way to directly combat them so it's imperative your division does not make direct contact, or expose your mission."

"Today we've managed to secure the 6.4 trillion ISK from R&D after we successfully managed to 'blank' a clone. The implications for this project could be massive. The blank state essentially lets us rewire a consciousness, as a side effect most of their skills are lost but they maintain their battle aptitude potential. This means all the cognitive developing they did during combat is rewired at record speeds, even more shocking they can learn new skills and roles just as quickly as they can relearn their lost skills. This would allow for an effective strategic remapping of a consciousness's skills.
If project Stein is a success and my calculations are correct I suspect we will get the funding needed to take it to the next step and begin testing on our skill clusters, and conscious-meshing. Hopefully developing our EMF [Enhanced Mercenary Force] before our directives expire will give us the military strength to enforce long term governance on these mercenary corporations.
I've been told that CONCORD is starting to divide over the embargo and anti-habitation laws. Most people believe there won't be the support needed to extend the directives again in May. We are on a strict deadline, any delays will not be tolerated."

There isn't much information in this leaked information.
And what we're seeing is that Concord's alleged "investigation" of DUST Mercs is severely flawed and shows a clear faliure to understand what we are.
This is, of course, a good thing. At least for me and those like me. |

I assumed he meant that they secured 6.4 trillion for R&D (research and development). |

I think that the part concerning "clone blanking" might mean that we'll have the option to remove the skill points we've spent into one or more skills and reallocate them elsewhere, instead of creating a new character.
As for the rest....I am not sure. |

The Eterne quote on the topic is a more solid lead than this on the possibility of non-SP skill resets. But that's how I saw it as well. |

It is a good thing they the info is not accurate. We do not need them poking into affairs. |
