So I really appreciate how just about every gun has a unique way that you have to utilize damage, timing, mobility, range management, tactical engagement and withdrawal to be most useful.
Having to charge up your weapon, or having very limited amounts of shots makes using a FG much different than a mass driver.
So I believe that new weapons should also include a forced difference in play styles as well as new design elements and damage applications.
So I propose the Arc Gun (cooler name pending).
Firing mechanics: The arc gun has 2 modes and no ADS. You toggle modes with the ADS button.
Mode 1) In 'flux' mode the gun works kind of like a repair tool, but in reverse. You have to get a 'lock' on visable enemies that are under 20m from you. Once locked, the gun drains shield from the enemy and 'stores' it as a capacitor/ammo charge in the gun. The damage rate of this mode is light to moderate and doesn't affect armor. One variant can me extremely effective at reducing shields though.
Mode 2) Spark Mode fires these capacitor charges at multiple targets nearby inside of a predetermined 'cone'. The better the gun, the wider the cone. Also the better the gun, the more charges it can store. THese sparks are much more effective against armor than shield.
So ideally, to 'kill' someone you would want to be sure their shield is mostly drained, and then 'spark' them with a charge. It could also be thought of as a little more area denial version of a shotgun, but requireing more tactical manipulation of the enemy and quite difficult/impossible to pull off a 1 hit kill on a single person.
Additionally, its area-denial 'spark' mode would only be effective to a point, because if it is being rushed by 3-4 people inside of its cone, its effectiveness will be very reduced, especially if one or more targets has a shield when firing.

I think you should call it a Flux Emitter, and it should have Arc mode and Spark mode. I only wish it to be that way because then it rhymes. Other than that, what Daedric said. |

Well, its a gun that you have to lock on with and then slowly drain shields then switch it up and slowly drain armor. Also it has to charge modes.All of that takes forever and makes the gun suboptimal in any situation.
Compare this to a AR, I turn a corner and in less time then it takes you to switch modes from Shield to Armor damage, you are dead. If you run out of bullets, stop by your friendly nanohive
I could maybe see it as a swappable Grenade Launcher launching low damage high AOE shield disruptors or shrapnel bombs so you can mix up the damage. The thing here is that since shield disruptors wouldn't work on armor and vice versa then you give it a big AOE to make up for it being inflexible.
[Edit]: Your gun may also be awesome if it was some type of crazy (Invent crazy stupid tech name) which allowed to you quickly drain shields and add them to your shields or drain armor and add it to your armor (In some cool and highly improbably liquid metal input crazy stupid name here) |

Being effectively a lightning gun, I'd see this being a short-range energy weapon, and energy weapons are better at hurting shields. Basically, it sounds like it should be kind of a combination of Shotgun and Laser.
Keeping this in mind, I have an alternative suggestion:
In "Drain" mode, the weapon gains ammo/charge by firing at shielded targets. In this state, the weapon would operate at approximately 50% effectiveness against shields, and 0% against armour. Against multiple targets, Arc mode would have no reduction to its damage effect. The energy drained from a shield would operate at a 1:1 damage/charge rate.
In "Arc" mode, the weapon deals 150% damage to shields, and 75% damage to armour. In this mode, damage would be reduced with a stacking 10% penalty for each additional enemy it hits. |

Sounds like the sort of thing that is cooler on paper than, I think, it would be in the actual game. Daedric pretty much hammered it home with his likely accurate AR example.
This weapon would be useful on one type of person: A clueless newbie. Either that or it'd be overpowered. The middle ground is so minute that balancing it would be nearly impossible, I think.
I like Daedrics post script idea. Like a capacitor vampire in Eve. You drain the enemies shield and recharge your own. I don't think it should be a weapon...but a piece of equipment. I guess an argument can be made for both, there. Better variants could drain shields faster but heal less (the intention to harm, rather than focusing on self-repair). As long as it doesn't drain armor and would drain shields faster than any weapons (perhaps not the LR), then it'd actually have a shot at being useful.
I'm picturing a heavily shielded Assault guy with a speed decked suit running in, draining shields while frantically dodging and ducking fire while his squad attacks in concert on a bunch of shieldless saps.

I like the idea of it being a primarily anti-drone weapon. Especially if it doesn't lose effectiveness with multiple targets. I've also been trying to think of logistical "weapons," and this seems like it could be more about an electronics disruption effect than straight damage. So in PVP, you could fill a niche role by disrupting zerg rushes to make them more vulnerable for your teammates, and in PVE you'd be more effective in CQC with drone hordes. |
