The Imperfects are notorious for this.
If you equip both an SMG and a HMG and rapidly switch between the two while holding down the trigger, you can convince the game to deal HMG damage while appearing to be holding an SMG. Because the two ammo systems are not compatible, the game will allow you to shoot forever with your SMG, but will generate much heavier fire.
Due to a bug relating to the SMG increasing movement speed relative to the HMG, using this method will compound this movement speed increase to the point where a heavy can run circles around you, slapping you silly.
This compounded movement speed boost is so great a number that the server registers it as a negative,defaulting to scout speed for the heavy and, here's the kicker, causing their jumping to shift their hitbox DOWN, while they appear to move up, which is why you can never hit them. |

If I remember right you are actually pretty skilled up into heavy?
Bottom line is the person running with the SMG might have more skills than you, someone else might have done damage to you too, the SMG might have been getting headshots.
I will say hit detection is horrible in the game, not sure what your getting at with heavy's running as fast as scouts? |

Check your keyboard for a malfunction, could be the problem, it seems to capitalize at odd times which might affect your aim.

I regularly take out heavies with my assault SMG (assault suit) because I get in close and jump over their sides whilst shooting and turning. They can't keep firing and turn fast enough at the same time and if they stop firing they lose shot momentum and I still win. |
