Newer players are at severe disadvantages with how the SP system works with a weekly cap, but thats already been discussed over and over again in other topics. Newer accounts need to start off with more SP than they currently do, because you aren't going to retain any new players with the way the current system works.
New accounts should start off with 1.7 million SP so that they can at least get some decent skills to somewhat put up a fight. |

How about this. Dynamic SP earnings.
You earn SP based on the total SP of the players you kill, or earn and assist against, etc. And you earn SP based on the difference in SP between your character and the character you kill.
So vets that fight against newberries get very little SP.
Vets that kill other vets get SP close to what we earn now so that vets can't farm vets and f up the character progression.
Newberries that fight against other newberries will get SP close to what we earn now so the character progression has a consistant baseline, and they can have decent earnings starting out.
And newberries that fight against vets will get massive SP rewards.
SP for hacking, repping, etc. would remain constant. |

At some point, new players will likely get a boost of some sort. They have done this in Eve. It could be a faster rate gain, or a higher weekly cap, or a larger initial pool.
Personally I would think it would be a larger weekly cap that would work best. Most new players aren't going to know how to effectively use a larger initial pool. |
