I have a nonscanner char and a character with levels in all of the scan related skills. There is no perceptible difference in enemy detection either in view (red tris) or on the the mini map (red dots)
Is this feature implemented? If not, why are the skills and modules available. |

Not only is it implemented, it works! The easiest one for you to test is probably the scan range one. Add a module to your suit and see how far away you can spot most enemies |

I've put ~900k sp into scanning skills and I must say, while it is does have an effect, the effect is not enough to justify putting points into it until you've put around 4-5 mil SP in your other skills.
And the scout dropsuit base scan stats are not good enough to justify using it as a scanner scout over the assault suit. |

I thought the Scout Suits Scan Profile, and Scan Precision were lower than that of the Assault. My understanding is that the lower number you have (for those two abilities), the better you are at them. Wouldn't that make the Scout Suit naturally better than the Assault by default? |

long range scanning module helps me pick up folks quicker both in CQC and sniping. I notice a difference |

I've been using profile dampeners to good effect on a shotgun scout as well as a logi-medic. They seem to keep me off the enemy tacnet until I get to almost point blank range with the shotgun. I've also had good success sneaking in immediately after my team loses a firefight to revive a couple downed teammates without alerting the red dots that just moved off. Heavies are particularly vulnerable to this with their higher scan precision.
While I've noticed some results with an increase in scan precision and long range scanning, I'd have to say profile dampening is by far the most cost-effective skill currently. This probably has more to do with the fact that few people spend anything on the tacnet skills. Thus even one or two points in profile dampening can let you get much closer before you're spotted on radar. |

As per the dev blogs, scan numbers represent scan fidelity, e.g. lower is better. And E-War is a big part of EVE and something CCP has defended on numerous occasions, even against the wishes of certain demographics in EVE. I would say that they are focusing on DPS and Medic related balancing before implementing more E-War related systems considering they skew general results and have been the most difficult thing to balance in EVE over the years. The effect is definitely not as much as it should be. Even a heavy (worst scanning stats out of everything) can detect a scout with profile dampeners sneaking up behind them. |

Have you ever considered that the scout would do better sneaking up by not firing his gun a 70m then 69, 68, 67, 66m before getting into effective range of the heavy? The effective range of a shotgun I believe is 65m so to be effective at sneaking up one must not make loud noises such a pellets pinging off a Heavy's back. OOPs! Forget what I just typed it is all just a misunderstanding, DUST mercs don't have ears or hit detection, don't mind me. BTW when I put on my profile dampeners, unless I shoot at someone I can stand right behind them with my gun to their head, sometimes even without IF my Dropsuit command, etc = higher profile dampening than what they scan at. |
