This bug has been reported in a number of threads, one of which is https://forums.dust514.com/default.aspx?g=posts&t=61446
In all honesty, however, we can't really be sure it is a bug. Could be they want to, for example, improve AFK SP grinding. Skirmish, as everyone knows, is already somewhat optimised for this since the battles last longer. This change could be an attempt to discourage players from killing opponents since passive players are also less likely to cap null cannons. If no one caps the cannons a single skirmish will last for ages, taking a huge load off the players that prefer this play style.
It's obvious AFK grinders don't really want to play the game, and judging from the posts here on the forums they constitute a significant portion of the player base. It only makes sense for CCP to cater not only to the hardcore and casual, but also the AFK players. |

I think a separate game mode for afk would be cool. |

The (implied) question of whether I was serious or not is left as an exercise to the reader however.

Not a necro, just a heads-up that this bug isn't fixed yet. |

There was once a bright star seen throughout the EVE cluster, no matter what system you jumped to. One day there was nothing, the next there it was, and some weeks later gone again.
Many theories were proposed, some more and some less plausible, what we certainly knew without doubt was that it was no regular star as through triangulation the position was judged to be far, far, far outside the cluster. Next, it was clear that the 'light' must have been superluminal considering the apparence cluster-wide in the span of less than hours.
These days scientists are favoring the theory that this phenomena was caused by the Jovians pushing a capsule firmware update with a bug, one that caused sensor data processing to get corrupted. |

This is in fact a bug. Since we already have a topic for it on the bugs forum (helpfully linked in the OP!), no need to rehash it here. |
