Anyone can use the basic tank and even use militia modules to beef them up.
But they should not ever be free.
There was a build where militia tanks and dropships were free and the amount of vehicle spam was terrible. Unless you were a forge gunner. Then it was easy kills all day long, basically.

that was a awesome match, I forget if that was the match we had 4 tanks or if it was just me with rail gun main and two gunners.
I believe the tank I used was a soma with all millita BPO save the guns.
So, basically anyone can roll that tank, but its the added skill that helps.
it costs 170-200k each one for me.
