Could the above system be used to turn a match? Yes. And it should be able too. This is New Eden. Suicide Ganking is a viable tactic in EVE, why should limited team killing not be viable with consequences in DUST? So you lose a few suits, unless you're running full Proto (and why are you running full Proto in a PUB) the ISK loss is negligible.
Go into a match, kill people 2 times (Or just one under the limit), leave match, start another match, wash, rinse repeat. No penalty at all as the penalty system is bypassed.
ISK's a useless penalty because people don't need to spend any to troll, and they can cost someone a lot of it. Not everyone has millions of isk, or the backing of a huge corp.
SP? A person that wants to troll doesn't care about it. What if they've hit SP cap? They simply can't really get more. So why care?
What's a security penalty? Not that it matters too much, if they stop before they get the penalty, the troll wins. They trolled, and bypassed the system.
Even if they don't leave, they can have their kills and hit their prey.
Oh, lets not forget the cunning troll that'll weaken, but not kill allies. Deplete nearby ally's shield, watch them get killed, ????, Profit.
The psychological effects of being team killed by some random guy for no apparent reason can have an impact, too. If they manage to get you distracted, the troll wins coz you'll probably die more having to look over your shoulder, or go looking for some revenge.
Why on earth would someone use proto, or other high end gear in a pub match? To pad their stats, of course! Easy wins, redlining, rofflestomps, ego.
I've repeatedly run into a high ranking corp in pub matches in a squad, and the match is usually one sided as hell. To a lesser extent squads of other corps. So, yeah, it's entirely possible that peopel will use end game gear to stomp some disorganized newbies.
I'm not saying that a corp can't get together and pub, but really, they shouldn't be pitted against a bunch of newbies who're jsut trying to find their fun in Dust. This is another matter all together, though.
