I would like to emphasize a few key points before I speak regarding your issue.

Now, moving on to your allegations:
The DED had been alerted by the Matari Tribal Council of their intent to have their delegates travel tonight. In fact, we were given over a month of notice. Of course, the DED were not aware of Goonswarm Federation's status as Imperial Loyalists. This will be amended and added to our records.
In the same respect, DED vessels within Heimatar, operating within the bounds of their duties as outlined in the Yulai Convention, were instructed to be vigilant of any disturbances along the routes in question. Their response times to a disturbance of this nature were entirely normal and given your need to complain, were as expected, effective enough to defuse the situation.
With regards to the technology used on board the vessels involved. The CONCORD Assembly is joint funded by all four of the major sovereign powers as a peacekeeping force. The most solid and reliable technologies from all four empires are put to good use to build and maintain our fleet as well as keeping it at the cutting edge of combat capability. Our technologies are created partially from the technologies you saw in use this evening. As a graduate of the School of Applied Knowledge you should know this.
The individuals piloting the vessels in question were capsuleers. On that point you were correct. These capsuleers however are highly trained pilots who have served with the Matari government or military for decades in some instances, and are licensed to use both conventional and prototype military hardware under CONCORD regulation.
It would appear that you are confused as to the political situation, and I'm glad I could clear that up for you. In terms of this evening's events, it's unfortunate that your organization saw fit to attempt to disrupt what was a peaceful gathering to celebrate a long awaited and extremely significant turning point in the Republic.
I have to say that I take personal pride in seeing that justice was served, and seeing that those who stepped out of line were put in their place.
In response to your request - there will be no investigation, and even the thought of such an action is a ridiculous notion. With that in mind, be warned that should your fellow pilots choose to breach the Yulai Convention in future, they will be put firmly in their place again.
