I know you can't regenerate armor without the armor repair mod, but what about other skills?
" Shield Boost Systems: Base skill for shield booster operation. Unlocks ability to use shield booster modules. +3% to dropsuit and vehicle shield recharge rate per level. "
This does not specify whether or not this 3% is affecting the performance of your mod, or your base ability just as a clone without mods. There are other very vague descriptions of skills for things like stamina, stam recovery and overall shield and armor strength.
If you pick up shield boost systems and don't add a mod, does anything change?
also: Stacking effects -- the sprint mod is very explicit that multiple sprint enhancements have diminishing returns. Can we assume that all other mods without explicit denial have a flat stacking effect (2 dampeners have the effect of two dampeners and not just one )? |

This will affect your ability to do this, whether you have the extra module fitted in order to gain better benefit or not.
Basically, you need an armor repairer to repair armor, so you can only get the higher armor repair rate benefits while fitted with an armor repairer. BUT, since you regenerate Stamina, shield, naturally, these skills will affect your base recharge rate, even without a module fitted since you already do this naturally.
So...simple answer, Yes.
Also, as for stacking, it's supposed to have diminishing returns... As in, Damage Mods, 2 5% mods would not give you 10% but rather something like 12 or 13%... But it has been noted that this didn't work for a long time and stacking was just flat. They altered the descriptions of certain items to denote that they DO have a flat stack rate. i.e. stack without penalty, while others state they do have a stacking penalty but it's hard to really notice how much of one without detailed numbers. |

Though i feel like most of the mods (besides the sprint one) im seeing like the profile dampener don't explicitly say one way or the other, flat stack or not. Maybe i should go re-read it... |

Maybe i should go re-read it... Modules that have a stacking penalty will say that in the description. Modules that do not have a penalty do not say anything about stacking in the description. |
