There are so many planets in EVE, both in Null-Sec and Lowsec, planets just screaming out for urban development.
Dust Corporations could set up and manage one or multiple districts, benefiting from resources, income, and a place to decorate with things like Orbital Icon Cannons, Blaster batteries, and generally mean-looking things that would discourage trespassers.
Naturally, the nicer a district is and the more revenue it generates, you'll start hearing things like:
Nice district... we'll take it.
Something worth fighting over, no?
And hey.... if there aren't enough Dust Bunnies online to defend a district... we can always hire rogue drones to look over our holdings, no? |

That's already in the plan, IIRC.
I think that CCP Praetorian said something about it being in the next build during an interview, but I might be confusing who actually said what. |

Purchasing rogue drones to do this could be a very nice ISK sink... particularly once the EVE and DUST markets become lined, and proto suits and expensive fittings become way more common... |

Purchasing normal drones... good idea.
Letting loose Rogue Drones... bad idea.
