We've all seen them before and raged about their incompetence but what really makes someone a blue dot? This is what I think:
Standing still/not using cover while being shot at
When your teammate(s) do this you'll notice an increase in sniper, railgun and mass driver deaths on the kill feed. Doing either is basically asking to get hit repeatedly, meaning heavier artillery will have no problem blowing you away. I've shot away the vast majority of a lot of players hp only for them to start looking around instead of looking for safety or attempting to retaliate.
Shooting your own teammates for no reason
This is acceptable only for the color blind and a bit debatable when said teammate has griefed the shooter in someway. Not only is your entire team visible on the radar but the also have symbols over their heads at all times evsn on the other side of the map. I can see this leading to the retaliatory deaths of many blue dots for using their teammates as target practice
Situational unawareness
Walking away from an objective as it's being hacked is the biggest sign of a blue dot to me. It shows that you're either only in the match to farm kills or you're the most useless person on the team. If you can't tell the guy feet away from you is being shot at by someone just as close, you might be a blue dot.

Getting shot by a sniper while climbing a ladder. The sniper didn't hit you once then give up. Drop off or next shot kills. |

What's the point in hacking an objective if you know your team mates are already doing it? It's faster sure, but when you think of it, if you are all clustered to hack then nobody is looking for enemies and they can just walk up and drop a grenade on the group.
There is also the possibility that the person is looking for Snipers and campers before stepping into the killzone. Can't say how many times I've died instantly the seconds after I start a hack.
As for shooting blues, you currently can't kill them. True, it is annoying and even makes it harder to focus on the enemy by distracting you with hit signals so you have to check your shields and armor. I usually don't shoot team mates, aside from when they are just standing there, or don't appear to have any motivation or direction. I find it gets them up and running, which sometimes--I'll admit--results in them dying immediately after.
I also shoot blues when they are in close quarters with an enemy; fortunately, most of the time I either kill or assist on the enemy. And, I shoot blues to get them to look around if I see an immediate threat to them and/or myself. Tanks coming around behind a scoped Sniper sitting on open ground for example.
Sometimes people just don't pay attention to their sensors. I know I don't consistently as I am sometimes more focused on other things.
