Yes CCP havn't really delivered the deep immersive shooter set in the Eve universe part yet. Maybe if they stopped spending so much time nerfing and buffing various items based on the ill informed musings of the community forum they would get stuff done as alot of the balance issues have more to do with environment, that ccp has yet to actually iterate on and deliver as promised.

This reminds me of Zipper and MAG. They spent the first year of the game listening to the community, buffing and nerfing weapons all over, without managing to satisfy everyone (which is impossible). By the time they started to focus on new content, most of the playerbase had left.
