Return to the old SP system (weekly), but this time have a reset in the middle of the week, (or two resets in one week if you like.)
If someone can't play before the first reset then the SP carries on to the second cycle allowing them to make the same as everyone else. (This idea isn't mine someone already used in a suggestion for a daily cap, but the daily cap sucks ass and we all know it, it isn't enjoyable for anyone whether they can play a lot or not.)
This isn't perfect and needs ironed out, but this way everyone can enjoy the game. Everyone can gain a substantial amount of SP and everyone can feel fulfilled in their work towards the game.
Now I understand the argument 'the people on the second cycle already have more points than me and are better, preventing me from doing well.' but isn't it a small price to pay for an enjoyable game for everyone?
Personally I think this could work, not because it's my idea, but it makes sense. Only thing wrong with the weekly cap was that people that could play constantly got through their cap in three days...
7 days in a week, half that is 3 1/2 days. The cap was reached in 3 days. Reset every 3 1/2 days = constant rewarded gameplay! Only difference is that players unable to play a lot can get all of their SP and are then able to match up to 'no lifers'.

mmm not bad. I still like the daily rollover for a week of past time. Or if thats to hard to do a pool of the past two weeks and every week one week of that is taken way. you have to base it around a week but its good to have something for those who like to play every day, but you cant reset it at the end of the week becuase the people who cant play at the end of the week lose out. |

As I said, It needs ironed out. For those who cant play at the end of the week... Leave them behind we don't need them. Kidding. But we could find some way to fix that! If you like the idea spread it around. Theres more people who can add to it.
