Revamped the original idea since the original idea would lead to people just bleeding out instead of waiting for medics (which would hurt logistics and teamwork). Those of you who pointed it out in the comments were right, and thank you for the feedback.
The new idea is this: The harvester should be a sidearm pistol that fires a large rods.
The harvester should not be particularly great for dealing damage, or be a good a weapon in general compared to other sidearms. Being hit by a harvester rod could have effects like slowed shield regeneration, and HUD going haywire (but that isn't the important part). The primary role of the harvester would be to tag enemies with harvester rods, which allows the tagger to drain or "harvest" enemies when they die.
A player killed while tagged with an active harvester rod on them should not be able to bleed out. The killed player can then be harvested.
Harvesting an enemy involves going to a dead enemy, and pressing the circle button to harvest them; this only works for enemies killed while tagged with an active harvester rod. The harvester rod drains the freshly killed enemy's dropsuit power supply and transfers it to the player performing the harvest, not only to bleed the enemy out, but also to substantially boost dropsuit speed, replenish shields, and accelerate armor regeneration temporarily for the player performing the harvest. After an enemy has been harvested, their life support systems fails, and this bleeds them out.
Performing the harvest should take like 2 or more seconds, which makes the player vulnerable.
If the player who shot the harvester bolt died, then the harvester bolt will disappear when he bleeds out. The tagged player should no longer suffer the effects of the harvester rod.
Players who are already dead (mortally wounded) cannot be shot with a harvester rod to be harvested. This means that if you were killed while not tagged by a harvester, then you can wait for a medic without fear of being harvested.
Unlike the original idea, the harvester cannot be used to harvest just anyone who died, only the ones who died with a harvester bolt attached to them.

EDIT: Someone has raised a good point about how it may not be so useful since enemies may just bleedout immediately if they see no medic around. Most people wouldn't want to sacrifice the PG/CPU and sidearm slot for a non-combat sidearm like this, so I doubt many people will just bleed out from fear of it. To make sure people don't just automatically bleed out after you (or someone else) kills them, the harvester could be a gun that fires metallic bolts that drain dropsuit of power. Fire a draining bolt into the freshly killed enemy without needling to get close; that shot will prevent the enemy from bleeding out, and take out the bolt once the enemy is drained. Some HUD indicators marking freshly killed enemies could be added when holding the harvester. |

You can see mortally wounded/bleeding out bodies, though some HUD indicators marking freshly killed enemies could be added when holding the harvester. Truly dead enemies turn grey, so its easy to differentiate.
Most people wouldn't want to sacrifice the PG/CPU and sidearm slot for a non-combat sidearm like this, so I doubt many people will just bleed out from fear of it. To make sure, the harvester could be a gun. Fire a draining bolt into the freshly killed enemy before being seen; that shot will prevent the enemy from bleeding out, and take out the bolt once the enemy is drained. |
