General Idea: In addition to the racial dropsuits idea, I thought about an uber dropsuit more rare than officer gear, and the lose of one would be like the loss of a Titan outfitted with the best officer gear, only less dramatic and without the boom(?).
So the idea is like this, PvE missions will drop VERY VERY RARELY Jovian gear. The gear is supposed to be uber powerful and overpowered in every sense of the word, but it would be so rare and expensive on the free market that almost no one will be able to field a full team of Jovian dropsuit users. Militia Jovian gear would be above and beyond Prototype gear from all four races.
Using Jovian gear would be a massive SP + ISK + Time ivestment, and its a huge risk to field a team of those.
Jovian modules/weapons/equipment can only be used with Jovian dropsuits, as the technology is so advanced none of the four empires can correctly fit it into existing dropsuits. But Jovian dropsuits can be fitted with normal gear.
Jovian skill books will be more common than the gear, but they are still rare drops.
To keep the mystery and awe of the Jovians, the show info of Jovian gear would say that this gear is thousands of years old, and Jovians are already far beyond this technology.
The gear would be restricted from high sec (where the NPC corps give out contracts like we have now), so wealthy players wont mess around with new players with Militia gear.
And that's about it, if you want to read into specifics then you can read below, but above this is the general idea.
Skills: Note: I will write down weapon skills later, as there are a lot of them, it would require a lot of effort.
Jovian Dropsuit Command(x15): Requires all four races dropsuit skills at Level V
Unlocks Jovian dropsuits (Level I unlocks standard, Level III unlocks advanced, Level V unlocks prototype)
Jovian Engineering(x10): Requires Combat Engineering V, Shield Boost systems V, Shield Enchancments Level V, Shield Control level V

Only CCP would have access for one. And two, the Jovians never got around to doing armies. They never needed to. They generally wiped out anything that was a threat long before anyone could have landed troops on any planet. And if anyone did they would actually find emptiness. |

Pffft, the lore is in control of CCP. We can't know for certain that they had no need for it, as I said the gear is thousands of years old. There are some extinct / undiscovered races that are known to be there, what if the Jovians fought them? Some believe they are at war right now, but its just unknown to the four empires. Remember, they are secretive, its rare for them to share information about themslves and even rarer for an outsider to enter their space. |

No. This is not a good idea.
Time, ISK, %chance of 'drops' are not going to help stop a dedicated corp from taking these things and abusing them to their maximum. Take the Titan example you mention. These things cost craptons of ISK and time. These things were supposed to make them more rare.
Now this is a standard. Yes. Those giant dongs are Titans. This is not an uncommon sight.
So, no. This idea is not good. |

This is not an uncommon sight. So, no. This idea is not good. You're forgetting officer gear. Titan's are easy to manufacture because there are BPO's to everything Titan, so as long as you have the money, you have a Titan. Officer gear is uber rare and has no blueprints, and as such its uber expensive and you can barely find it on the market even in Jita, the best place to find anything. And funnily enough Null Sec alliances don't outfit their ships with Officer gear because there isn't enough to do so, and its too expensive, the loss of the a single ship would be gigantic. So this WILL actually stop abusment if the drop rate is low enough. Plus, don't forget that they are restricted from High sec, so they can't use this gear in fights where newbies who are still learning the game would play. |

Cost is not the issue of a titan. You can't just buy one. Someone still has to mine the ore, manufacture all the components and then manufacture the titan. And players having anything Jovian would be bad. Even if the devs didn't use special GM modules the Jovian ships would be nigh unkillable. Plus, the jovians pretty much stuck to space. Sleepers are an early Jove empire offshoot according to lore. Unlike the other empires they never lost their tech base. |

But I was talking about thousands of years old dropsuits and gear, not state of the art ships. Dropsuits are still dropsuits, a nice orbital bombardment should do the trick. |
