If you dont see the price when you google "Dust 514" then you aren't looking hard enough. Really, you shouldn't have to ask this question, if you have ever read anything on anywebsite about Dust 514.

You do not need to buy the game from anywhere as once released it will be available to all via the Playstation Store. So keep your pennies, and enjoy the game!

You download for free, you play for free, microtransactions are optional.

For as long as dust has been in the public eye it has been clear from day one that it is free to play and free to download

Thank you, this is fantastic news :) there are going to be things you can buy with AUR though, and AUR is one of two ingame currencys. The second currency is ISK, you can get isk just by doing things in the game, but AUR has to be bought with real money. However this game isn't supposed to be a "pay to win" game. When its launched, any AUR item that can be bought will also be possible to buy with ISK.
