Some of the previous bodies where... not suitable there was something wrong with the hard wiring. There's a few reasons why this is important in the eve lore, but it's too spoilery, just read the Empyrean Age if you want to know the "truth". Also, Heth isn't a capusleer, he doesn't trust anything enough to have clones of himself sitting around. Personally good riddance. Heth pretended to care, and the books make it clear in the beginning he did, but eventually it all became about revenge, and he lost sight of why he was fighting the war. One less petty dictator to hunt for I guess.
