First of all, you're clearly going to jump on the "XBOX FANBOI" bandwaggon so i won't go into too much but it's pretty common knowledge by anyone with half a brain... No hang on.
Let's start at the begining... CCP start making Dust when as stated above, Unreal was the best engine around, dust's been in development for many, many years with that aside, look at how things was before sony allowed CCP on their network.
Microsoft, Nintendo AND Sony all had very strict standards about allowing people access to certain parts of their infrastructure. It's safe to say, that Sony changed the rules for CCP, everyone knows that right?...
The question is simply why did Sony make the change where MS and Ninty didnt?... It wasn't because of how amazing Dust is right now thats for sure, i bet it was even worse back then. I think it's safe to assume to Sony and CCP stuck a deal on platforms, Sony would agree to allow CCP access to their own servers and make the changes needed to their protocols on several conditions... Mainly that CCP makes Dust a PS3 exclusive.
You have to look at the bigger picture though and ask yourself why Sony wanted it as a PS3 exclusive. I expect it's because Dust was originally meant to be released this week, what else was recently released and Sony had a hand in? Planetside 2.
If Dust had not found a console to launch on or had not done well on any specific individual platform what would CCP have done? Gone back to their grass roots, the PC which would make Dust in direct competition with PS2. Sony and CCP wouldn't want that because they would be targetting the exact same players. It makes more sense for Sony to allow CCP access to their platform and support them as a "PS3 Exclusive" so that both companys get exactly what they want. CCP get's on console and gets a piece of that market, Sony gets to launch PS2 without any direct competition so it's win/win for everyone.
However it's worth noting that i very much doubt a company as ambitious as CCP is happy with just sitting on the PS3, we all know it's going to be very easy to download the game again on the PS4 because it's not even a DVD/Blu-ray based game, it's digital. But what about the longer goal? Once the PS3 exclusive deal has passed?
Everyone and their mother knows that it's difficult to make a profit on a game by a 3rd party company on a single platform, everything recently has gone multiplatform after awhile. Mass Effect 3 is a fantastic example of this.
I think it's safe to say that in the future CCP will be porting Dust to both Xbox and PC. PC is their spiritual home and it's where CCP will want Dust but it's also safe to assume that MS won't want to be left out of the party and will eventually make changes to allow something like Dust to happen.
