This normally means that the test server gets a fresh mirror, and often coincides with improved server performance depending on what code got changed on the back-end. Since Dust is being served from the Eve test server, I wouldn't be surprised if they beefed up the node(s) that handles Dust and cleaned up some code they think might be a part of the lag issue. Now it's time to turn us loose, and have us break whatever they've fixed on the back end. If the server doesn't crash and doesn't get laggy, then they know they found the fix. If the server crashes, or we get slideshow speed gameplay, then they know they have to look at the logs and try to find a better way to deal with load balancing. Bring on the stress test, and lets see if we can't get CCP some good numbers to crunch as we make the server whiimper for it's mommy

You're forgetting the "multiple character slots" part of the equation. My main has the Dragonfly, my alts can both be given Skinweave Scouts. My main and one of my alts will have Assault and Logi suits, while the other alt will be the only one with a Heavy (I missed the event for the Heavy suit last time). Unless we get only one of each, in which case, I'll have less options.
