I believe the dragonfly has the same stats as a Standard Scout suit.
Just a really nice BPO
Same with the Toxin, I think its the same as a standard SMG.
Both really useful due to being BPOs (no spending of ISK) |

This, pretty much.
Better in many ways than the Militia equivalent BPO players can buy with ISK, so really a great way to save your funds while running either a Scout suit or SMG... or both. |

I honestly use both because I'm a cheap bastard...
I run the Dragonfly for my Scout/Sniper fit and iirc the only difference is it's not
a militia BPO, same stats, different color... Is there a militia scout suit? Starter
militia scout/sniper setup is an assult suit with a sniper rifle and speed mods.
If thats the case then what you get is an actual scout suit you can use right out
of the gate.
I run the Toxin with all my fits because it's BPO. Though it may have a slightly
higher rate of fire, but if it does it's not much higher. Damage and range are
the same for sure.
If you use these know that sooner or later you'll find that your needs will
soon outweigh what these items can provide. I've maxed out the CPU & PG
upgrade skills and it isn't enough for what I need a scout suit to do. And while I
haven't maxed out the smg skills yet, I can see the end of the road for the
Toxin as well. Though I have been using both since August I think...
As both Garrett and Jason said, it's more about saving isk...

Militia Scout has only 1 High and 1 Low Slot.
I think it's also lower PG/CPU (although not by much) than the Dragonfly.
EDIT: And unless you're using the Skinweave, which has actual Militia stats, the Militia Scout isn't a BPO. |

toxin and dragonfly are bpo the same as standard versions except for no skills are needed.
skin weave is a militia bpo
mag suits are standard bpo, including skills needed. |
