i shoot a far away enemy and they flash blue but take no damage. does this mean it's out of range? |

I think what you are seeing is a hit, the blue flash is the shield impact, but at the extreme end of your max range so you're only doing a couple points of damage. Every weapon has an optimal range and a max range. Think those are the right terms. As I understand it you do 100% damage within you optimal range, but once past that damage decreases to 0% at your max range. Farther than that and I don't believe it will even register a hit.
I think the weird blue flash might actually be their shield deflecting all of the damage, since you were on the very edge of your range. As I recall it does maybe look different then a normal shield hit. So that could also be what it means. Your dot could turn red even at 99.9% of you max range, but you would probably be doing less than 1% damage. |

This also explains why scrambler pistols don't have nearly the range that people think they do. |

Just FYI, your reticle will turn red when within range of an enemy. If you are looking at an enemy and your reticle is white, you are out of range so there is no need to waste ammo. |

There's a thread on here that lists the optimal and max ranges for a bunch of weapons but it's buried amidst the garbage now. |
