As far as I understand, there is a matchmaking system which is based on human skill of a player.
It's probably based on WP and K/D your earn each match. Better your WP and K/D, and you'll be placed in matches with stronger mercs eventually. In this matches you should earn more ISKs and probably SPs.
This sounds right, until you realize that WP and K/D don't solely depend on your human skill. It's also based on the following factors: - whether you are in squad with your friend in VoIP and how much merc you have in it - whether you are together with a good merc in your team - what gear you are using
and so on.
Yes, statistically you should be close to some exact number, which represent your human skill. However, it's a bit awkward in my opinion.
In games like SC2 it works really well: there is 1x1 match and no RPG elements. However, DUST is a bit different.
I have other idea how to do this in a way that players itself will organize in a groups by skill.
DUST is in EVE universe and for each solar system it has security status. What I suggest is to provide a choice for a player to select level of difficulty for a contract it takes.
For instance it might work like this for high sec: - 1.0 security status - ISK reward is capped to 20k - 0.9 security status - ISK reward is capped to 40k - 0.8 security status - ISK reward is capped to 60k - 0.7 security status - ISK reward is capped to 80k - 0.6 security status - ISK reward is capped to 100k - 0.5 security status - ISK reward is capped to 120k
This numbers is just for example, just to get the idea.
NCP corporation can even take a fee to transport merc to a dangerous space with dirty pirates: - 0.4 security status - ISK reward is capped to 180k and 50k ISK is fee which is returned if you win - 0.3 security status - ISK reward is capped to 220k and 100k ISK is fee which is returned if you win - 0.2 security status - ISK reward is capped to 260k and 150k ISK is fee which is returned if you win - 0.1 security status - ISK reward is capped to 300k and 200k ISK is fee which is returned if you win
Again this numbers is just for example.
The general idea is to have reward-isk ratio. If you're skilled (in both DUST skill and human skill) and use expensive gear, there is no point for you to go to 1.0 security status battles. You can die there by Orbital Strike or tank cannon no matter how skilled you are and end up in negative ISK gain. You will go to lower security space contracts to get more ISK.

I like the idea...
Just add this :
On 1.0, no squad deployement, only mercenaries from 0.9 to 0.5, 1 scuad with 4 mercs can be deploy from 0,4 to 0,1, 2-3 scaud with 4 mercs On 0.0, 4 squads with 4 mercs (well, full team)
Being base on a 16vs16 game. And if it's not reaaly clear, just keep the idea.. |

Yes, you can balance it in a various ways. The main idea is that you can select what security status contract to take. I.e. allowing players to negotiate matchmaking by themselves based on risk/profit. |
