Its the amount of info the scanner picks up to your radar. The lower your signature (spending into the skill) the less players can see you on their radar.
There is also new modules that do something similar. |

Thank you for the response, but I've also heard it makes you harder to hit, and other explanations that sound moderately reasonable, so I would like a Dev to confirm this. |

This has been asked and answered. Several times. It is like the guy said above. It lowers your radar signature not your hit box.
You can wait for ask long as you want but the chances a dev are going to respond to your thread is silly. It has been answered. |

Yes it is the right answer. And it was confirmed at some point in the early beta. |
