I'm from Belgium and I have the same thing, I can't connect at all... 
Well, today I've played between 16h-17h40, no problem to connect, then I got to go night lesson(18h25 to 21h10).
Well, I came back and tried to connect from 22h15 to now and I can't connect to server, the 1st try I was on my character menu and when loading my character, I got the message "server not available", then I'm always disconnected from server(server not available) after the message "you are about to connect to CCP servers DUST 514"... |

Damn those so farmers, tank users, tower campers heavy/HMGS/Forge gunners, scout shot gunners and everyone else who broke the game/ killed me, it HAS to be their fault.  |
