1. Yes, this game is free to play, with micro-subscriptions similar to World of Tanks. Right now you are able to buy AURUM currency from PSN store which allows you to buy some "special" items from market(but they are similar to items that can be buy for ISK). In near future CCP open player market for mercenary's, that players were able to buy something for AUR and sell it for ISK for other players.
2. Game have it premier at late 2012. First expansion is planed for early 2013 - it will bring possibility to fight on Lava, Ice and Barren planets but also a MEC(I do not know if I write it correct - it's a big robot thing, ok :P).
3. Yes, and this largely depends on what players want to see(as everything that CCP do). |

Anyway, seems the three were answered up top. EVE is constantly evolving and expanding. I imagine Dust will follow.
