Two things:
1.) Is it still possible to fit sidearm weapons (e.g. SMG) into a Light Weapon Slot? I thought that was possible a couple of builds ago. If not, full stop. If so:
2.) When a sidearm weapon is in a light weapon slot, which skills govern its use? Example: light weapon capacity, or sidearm capacity?

It's still possible. My CQC set is two SMGs. AFAIK, the Sidearm skill sets govern SMG and pistol use even while in the light weapon slot. |

Also, It would be nice if a weapon slot could be switched to a different slot. I rarely use my sidearm on an assault suit, so I just get rid of it to free up CPU. If the game has the option to not carry a sidearm, it should allow you to put something else there. |

Unfortunetly you can equip a sidearm either a light weapon or heavy module fitting slot. Which I have argued should be locked to their respective slots. Which while aggravating at first only serves to balance the game more so. This way Scouts (myself) would be forced to be more careful with our choices. That is just a prime example though, and one among a myriad. As for the other question I had the same question last build, but to answer you -- the skills which regulate and govern the weapon in qeustion are the ones that will govern it no matter the slot. I also argued that if CCP was adamant in keeping weapon slots as are they should have the system recognize skills to the governing slot. Which is not the case sadly.

The weapon type dictates which skills are applied. Putting a sidearm in the Light slot will not give it the benefit of Light Weapon skills |

All weapons have a designated class on the info so as they said just assume its the weapons. Like in EVE small turrets can be put in high slots on battleships but they are still smalls. |

Since Sidearm skills are cheaper, I tend to train those up and put double SMGs on my Assault fit. I am getting pretty good at it actually. Its mostly positioning. Work the angles towards the person, then wile them out. Do a scout jig to minimize how much damage your taking, and shield tank so you can quickly regen.
Its essentially a quasi-scout fit, with slower speed and more eHP.
I get wrecked long range though, or if I don't get the drop or at least first shot off. |

Being able to fit a sidearm into a light weapon slot is sometimes necessary for Logistics and Scout Type II suits. |
