 As I'm running around Dust, I've noticed that sometimes, red arrows will show up above enemy's heads- why? After a rather grisly death where I tried to "spot" somebody using "Select", I went to read the online manual and found only a rather clunky system for Squad Leaders to give commands. Is this proximity based? Or does it happen when somebody has line-of-sight with an enemy?

 I believe there is also a distance limit to it as well, far away targets within line of sight don't always show up. I suspect Dropsuit Command affects the distance issue. My untested theory is that the suits have a passive sensor which is also affected (boosted) by Sensor upgrades skill, but that's untested.

 I just got done playing bf3 and after playing in this all weekend, I realized I COULD spot enemies!!!

 you got your sensor skill which determines the range of your line'o'sight-map coordination, the dropsuit command, which determines how detectable you are, and your line of sight, which actually does the detecting.

 Enemy spotting is both proximity and Line of Sight.
 
 If your enemy fires a weapon within your detection radius, they ping up.
 If you see an enemy within your detection radius, they ping up.
 
 Detection can be affected by two other things.
 -Sensor radus:-:how far away you can ping people (has skill upgrade)
 -Profile radius:-:how easy you are to mark (can be decreased with skills)
 
 Frankly speaking, if you have a lower Profile radius you can sneak up closer to enemies and possibly slip past them without activating an enemy marker over your head, if you fire, obviously you'll be marked.
 
 Marking only happens if a target is either shooting, or is close enough to an ally,or yourself, to be marked by an AI system in the suit.
 
 I believe.. last time I looked the dropsuit tech held ability to reduce profile, which feels kind of strange as you'd assume it would be on the path for a Logistics or Sniper, instead of a Heavy user.

You're forgetting that Dropsuit Command influences Signature Radius, which is also adjusted based on your Dropsuit. Scouts are less visible than Heavies.
