Alright, I have no idea if Planetary Conquest (or some variation where you fight over ships instead of planets) would exist, but I have an idea on how to add a new dimension to it if it does return.
I call it sub-contractor contracts.
In the general sense a sub-contractor is a person hired by a primary company to do work on behalf of that company, but after performing their primary task they are no longer under the employ of the primary company.
So imagine two corporations are going to fight each other and one of the corporations wants to have a good sniper because the opposing corporation is known to have very tricky logis and they know they don't have enough scouts to neutralize them all.
They search their own corporation, but can't actually find anyone good enough to be sniper exclusive.
So instead they turn to a sub-contractor database and search up sniper. They filter by best win loss ratio, best K/D and whether they are available at the time the battle is set to be. Sub contractors would have statistics to help potential employers decide who they wish to contract.
After finding an ideal candidate they contact them through mail and negotiate a price.
The method of payment can either be a specific amount or it can be based on percentage I.E. the player will be rewarded 5% of the battle proceedings. Further options include a win or loss clause that states that the sub-contractor only gets payed if the team wins or they get a bonus if they win.
If and when both parties come to an agreement the deal will be presided over by an NPC banking corporation that will ensure that all the clauses are followed through.
I think this would be pretty awesome because then you would have mercenaries among mercenaries. And individuals would be able to make a name for themselves beyond their corporations.
I could quickly see drama where certain players are always in high demand by opposing sides and they get payed exorbitant amounts.
I would liken it to Football, Soccer and Basketball where certain key players are payed sometimes more than the rest of their team combined.
I think this high roller lifestyle is very appropriate of the EVE universe.

Theres a big difference between recruitment and trying to get people on for a fight.
Theres no time limit for recruitment, you just find people when you find them. If you have a battle coming theres a time limit and kf you dont make it, your ******

If that becomes a thing, then it would be helpful to have the faction and personal standing flags that they have in EVE. That way Corp leaders can flag individuals or Corporations that prove to be hostel or untrustworthy as Unfriendly or Enemy. Might help to avoid hiring someone who is likely to sabotage the you.
Hand/Eye coordination cannot be taught. For everything else there is the Learning Coalition.
