I think UE3 and UE4 are free to use if you don't plan on making money off of the game, which you shouldn't if you are recreating Dust. Copyright infringement and all.
I think they changed their model to take a percentage of sales above a certain amount.

Plus it's what CCP is using to make Nova.

I'd say UE4 is pretty straightforward and there is a massive amount of tutorials, training livestreams and documentation where you can learn how to make things (it might take a while).
There you go: the "massive" playlist of tutorials
UE4 doesn't require you to know the syntax of a programming language thanks to its built-in visual scripting (blueprint system), but still, it uses the general programming and scripting workflow. So, you might need some programming if you want to make something playable.
If you want to just recreate a cutscene you might not need it, anyway. But you will need some UE4 materials concepts and 3d modeling and texturing. There are quite a few free 3d modeling packages out there.
In a few words, your workflow would be: modeling and texturing of an asset (Blender, 3ds Max, Maya, Modo, Zbrush etc) -> UE4 That if you want to make things "simple", otherwise you might want to use some really cool tools (not free) and the workflow might be something like modeling and UV unwrap (Blender, 3ds etc.) -> Substance/material/texture creation (Substance Designer, Bitmap2Material, Crazybump) -> maps refinement (photoshop, krita etc) -> texture painting (Substance painter, 3d Coat etc)
to create the opening sequence you will surely need some "matinee" concepts for UE4.

Good luck for you buddy! Like Counter Strike rips Dust 514 deservs some sort of Homage. I been thinkin of this since the servers went down and told everybody I knew about making a Dust related game. No luck, nobody had the tools or knowlegde to do it. If you end up making this let us know of the progress. o7
