I believe they were kept up in the hopes that the community could cling to it while we wait for a project nova greenlight / alpha announcement. Sadly, forums aren't really entertaining with no game to shitpost about. I see fewer mercs posting every month that goes by without communication.

I hoped CCP kept the forum around as a bridge to shift players from DUST 514 over to Project Nova. There has not been much bridging though as the devs are heard from very, very seldom where they only surface to confirm they are still working on Nova (although they don't directly reference "Project Nova"). 
I cannot be bought, but I can be leased.

They don't recall how to turn the forums off. Most likely
They "lost" Skirmish 1.0 so it's believable the off switch for the forums is missing too
