I spent a lot of time making gallente assault suits in proto fits. I spent so many hours theory crafting that the best set up for the gallente (for my play style) was always proto repair hives, 1 basic armor, 4 complex ferroscales, 2 damage mods, 1 shield. In late 2013 the assault rail rifle was best in slot till then it was discovered in early 2014 that the boundless combat assault rifle was also a strong contender. I preferred to fit the six kin combat rifle because of it's high reliability, fast ROF, low recoil, decent range, and extra move speed. It did not need a charge time like the RR's and the burst weapons i always had an issue with. There was a video well made showing what happens to the intervals of burts weapons during the presence of lag causing them to under perform. By mid 2014 it was quiet apparent that the gallente assault rifle nobody was using them because everyone was fitting caldari and minmatar weapons on their gallente and every other assault class. Which then lead to nerfing both rail rifles the boundless, six kin, and then the AR got buffed and even the suit got a rate of fire buff to promote more AR's on gallente suits.
The only weapon that was kinda well made was the scrambler rifle and even then that got a nerf too because it did way too much damage on armor which was not supposed too and had very little hip sway. All weapons had this similar problem. They did too much damage on their intended type and then did very little damage once it hit shield or armor or they did way too much damage on both. The AR for example did very good damage to shields but once it hit armor you saw a drastic dps drop. Nobody would bother fitting them for that reason in highly competitive play. People would rather fit the RR's, CR's on their assaults because they did very good damage on shield and armor and had good range to kill campers. The scrambler rifle was an exception and i very rarely saw people using this weapon. It was an outperforming weapon in pubs but on PC it was not reliably either because the semi auto scrambler had the same issues like the burst weapons when lag took over and the assault scrambler version also had the same problem as the gallente rifles with doing too much damage on shields but very little damage on armor. To the very end of dust you still saw people using the assault rail rifles on gallente suits because they were always best in slot. The CR nerf was pretty good but if there is no balance people will always flock to what has an advantage and higher reliability. Lag and frame rate issues was a huge factor why balance could never ever be achieved but also the weapon themselves had balance issues. Anyways just a very small view of the things of how the meta was.
If CCP truly are making another FPS and giving it another go they better make sure that the frame rate is smooth because i have seen a trend were games have poor performance and then developers try to balance over it and i just feel bad for them because they will never get anywhere. Games that have smooth performance still have balance issues, imagine games with bad frame rate and just in general bad coding.

This is the tool i use to theory craft in another game. Similar to protofits It is actually the same thing. It tells me every single stat.
