The effect Dust had on faction warfare wasn't all that great to begin with anyways while the effect PC Districts had on Player-Owned Structures (POS) in Molden Heath was even less apparent at best.

Yea putting a bonus on POSs was a failure in terms of getting Eve players to want to be involved. A POS is quite an investment to setup specially to end up losing any bonuses because some LAV glitchers flipped the district.
On the faction warfare side the problem was mostly the fact that no one understood it. It was a complex beast that was actually really cool once you learned how it worked but CCP could not be bothered with writing up a full guide to how things worked and with trying to expand on that foundation to create a deeper link through player feedback.

I liked that about fw,it made it exotic and exclusive if you did know about it.
