When we did the 21 gun salute on Dust day the Orbital worked but there was no kill mail, I've raised a ticket in EVE and wondered if you could check it out.

Same here. I'm not sure if it has to do with faction warfare battles or the friendly fire auto kick feature (dropping OB on myself and red/blue comrades).

Huh.
I wasn't aware that none were showing up on killboards, but I used to be quite dedicated to GFW and ran lots of strikes for them. I have a good few hundred kills, and I would regularly have instances of ground troops reporting kills but not receiving killmails for them. I have this recorded in a few places, IIRC I have a youtube video where a strike is done but I only received a couple of the killmails.
Everything has to come to an end, sometime.
