It was possible at one point, but I imagine the value of DUST ISK is approximately 0 right now, so no one is going to do the transfer anymore.
I made a few hundred million DUST ISK selling off my Templar Codes and EVE goodies, and that was after the exchange rate plummeted.

There used to be money exchanges. Basically people who played both games, had money in both games, and used the exchange to make money in both games.
However, with the demise of DUST being announced the value of DUST ISK plummeted, so no one wants to give you their EVE ISK for your DUST ISK now, because money in a game that will not be around long enough for you to spend it has very little value.
Now if you wanted to buy DUST ISK with EVE ISK I am sure there would be lots of people eager to help you with that.

Its not worth it thanks to the fact that even if you do find someone to make a trade the exchange rate will be garbage.
You can grab a plex for $20 and sell it for over a billion ISK. Be sure to stock up whenever there is a sale but DON'T sell on the market while the sale is still going on, you can make an extra 100 million or so by holding on to it until after everyone else has sold. The demand for PLEX does not go down thanks to the fact that they are always used up, only the supply changes.
