The Eve Online forums or best play IMO of you have Facebook is the "Eve Online Public Group" page; you have to apply to be accepted (the process is pretty quick) but its the easiest way for a quick response to various people and topics.
Its also great viewing all the hilarious propaganda that's being posted at the minuet LOL!

Do NOT try to apply to join them.
The only way into Goonswarm is to be a member of the Something Awful forums for at least 3 months. If any member of Goonswarm tells you different they're scamming you for lulz.

If your wanting to get into the war that's raging on atm; I could point you in the direction of a Dereddit affiliated corp. My current corp "Subdreddit" which is the Dust 514 division of that said corp.

Actually I just kind of want my Dust char to join, just for the novelty and nothing else really.

Just saw your "application" to join Goon Swarm on the Facebook group you scrub! Lost some respect from me now......
Also they wont accept you seeing as your Dust character wont be able to do anything for them and they'll just see you as a spy to read their alliance mail.

Actually, currently I'm getting in good with some guys in KarmaFleet, so there is another possibility.

I'm actually making some pretty good progress over the last three days making some friends in Karma Fleet's public channel, and I think if I just nag a little bit more, they will let me in the corp.
