According to the last information from CCP we received,Dust will be ported to PC as "legion". (This was a while ago though.)
However,recent information says Dust actually became profitable and the newest concept art shows "Dust 514" logos...not legion.
So,i'd say (Imo) that Dust will be ported to ps4.
Except this time,CCP will have more reasonable return estimates based on past trends.
Putting it all together:
-eula changes for streaming
-server updates
-outsourcing Unreal 4 (to a larger more experienced team,possibly saving money)
-Concept art of Dust 514
-Sony using PSplus to encourage F2P
A ps4 port looks definite,the only question is...when.
