I'm fairly certain or rather, hopeful we'll get 1.3. TQ was supposed to be fully set up with "tech 3" a couple of days ago, so I figure after it's live for a few days they'll make a blog post for that on the EVE site and then in a week or so we might get a 1.3 blog and then towards the end of the month we might get 1.3.
I'm fairly certain they were waiting for the server upgrade before they dropped it but that could just be the hopeful wishes of a bitter vet looking for something to reignite that first year fire.
Look at them, it's like they're the star attraction in a fucking flea circus.

My only advice is to keep your expectations low. Really low. Even if 1.3 lands, it's likely to just be stat shuffles, maybe a couple new menu's, some skyboxes and some NPE "fixes"
There's a very strong chance the patch will be very minor.

1.3 will have new furniture in your warbarge, they figured out if your going to spend that much time in there might as well upgrade to some plush new couches.

You kidding? New menus is very vague, and could be a gaming breakthrough or some small change. Stat shuffles are always good as it helps balance things out, which also helps new players. Skyboxes would increase performance, reducing lag by a huge amount or stopping it altogether. Skyboxes alone would change the game forever in a positive way.
NPE fixes, NPE is one of Dust's most major problems, if CCP fixed that? I can bet you many good things would happen to this game.

Hey man if that's what you consider a substantive update, more power to you. You are in for a life of being pleased, certainly worthy of envy.
Also by skyboxes I mean the actual skyboxes that CCP adds (the "moods" and planets in the background, you know..the sky). Not actually fixing the wasted space in maps. That won't happen because it requires coding.

The reason I still enjoy this game after playing for so long is that I have zero expectations. If nothing happens, that's that I expected so I'm ok. If we get a new patch, I'm pleasantly surprised. Best way to handle this game if you don't want to get angry (at least for me).

Believe me I know haha. I've burned through far more anger here than is healthy, a good life lesson for certain :D I feel it's fair for me to be overly critical of CCP only because I'm the same person who convinces droves of people to play games like this when I enjoy them. Two sides of my coin I suppose.
It all stems from the fact the I LOVE what this game COULD have been, what it SHOULD be.
And THAT, is what makes me bitter.
