Wrong. You are guaranteed to get a rare item, which could be any the following:
Officer Gear (Weapons and Suits)
Quafe Gear (Weapon BPOs, Vehicle BPCs, Turret BPCs, and LAV BPOs)
SKINs
Warbarge Components
Boosters
and possibly Hacked Decryptor Keys (I'm not quite sure with this one)

I get officer gear all the time and a booster today. I never open 10 at a time, and I have 2 quafe weapons and a lav. I'll try it next time but don't think it really matters!

I used the 'Open 10' all i got was useless AUR crap. Shields, PG CPU, more freaking shields, armor, some freakin adv knives, OH YEA, MORE FREAKIN SHIELDS.
