This is my "Balanced" mk.0 Assault:
Highs: 3 Shield extenders, 1 Shield energizer
Lows: 2 ferros, 1 armor rep, 1 shield reg
LW: Combat rifle of choice
Sidearm: SMG of choice
Grenade: Grenade of choice
Equipment: Nanohive of choice

I tried that fit but i felt to slow ive gotten used to having 1 kinkat on all my fits honestly and i felt without the dmg mod when i get burst lag i dont get the kills so i tend to keep 1 dmg on all my fits

I use m1 standard assault, 2 reps, 2 ferroscales 4 basic shield extenders, ass combat a rifle BK42, breach submachine gun, you can do a 40/0 if you are a real minmatrash.
If you play PC or fw you can add complex mods, this is the suit that I use in pubs :)

It seems like you been trying to find "the right loadout" for a long time. Perhaps you need to pick your favorite weapon and dropsuit and then master tactics that will give you a strategic battle advantage. It's not always gear that will get you ahead.

I had all suits at basic and more than half at advanced before you know. I still have a brain to remember how I fitted them. So shut your yapper 
I had all adv racially fitted assaults with lots of air versions of pro to use mods to experiment on.

However, all my amarrian ways have rubbed off on me, so I runn a gallente/amarr style on my Mk.0 usually.
Try This: Point Defense (Protect your squad logi) Mk.0
1 Proto Shield Extender
3 Complex Damage Mods
Luis Modified Combat Rifle
Advanced Breach Submachine Gun
4 armor plates (Because noone expects min ass to armor tank)
- Plates can be ferros if you reaaaaaly need your speed :/
But I am an Amarr Ass at heart, so 4 enhanced plates.

Fused locus grenade if you deal with alot of sg scouts
Or Flux grenades to deal with heavy shielded groups.
I gotta say, 3 damage mods on a luis with that enhanced clip size is fun, Fun, FUN!

Maybe the min ass isnt for you. The min are speed fighters flankers. It is not in the books for you to attack an enemy head on. You need to rethink your play stlye or get into another suit. One that can take more damage

Btw you waste your 2 High Slots with DMG mods ^^ everything after 1 DMG Mod is uselles because Shieldextender would be the better option.
& good Tip from a min Ass User every min Ass fit must have min. 1 Kincat.
